with no exact dimensions, I cannot give you an exact development, but I have tried to draw a sketch for you to get the general idea of the development, using radial line, you have develop an equal cone but then to "slice" for both the top i.e. same plan as top of the main cone and then to develop the elliptical bottom for soldering, welding or whatever.
